Three roles get conflated. A venue lists and settles contracts and owns the terms. A data provider distributes market data from one or more venues. An index provider defines a methodology and calculates a benchmark. It publishes the result with the rules and the audit trail. Adjacent is an index and data provider. It does not accept orders or hold customer funds.
